Neirinckx obtained a first prize for solfège (1901) and a second prize for viola (1903) at the Conservatory of Ghent.

From 1922 to 1930 he conducted the Royal Municipal Symphonic Wind Band of Roeselare. In Ledeberg he owned a music store, which he moved to Ghent in 1934.

Neirinckx composed light entertainment music for the 'Gentsche revues' (Ghent revues) and the circus of Ghent.
