Van Vlemmeren studied at the Flemish School of Music in Antwerp, where he obtained a second prize for harmony. He was the conductor of the Royal Singing Society 'Vooruit', of the Symphonic Wind Band of the Orphans' Circle in Sint-Niklaas, and of a music association in Hulst.

In September 1882 he became the first director of the Sint-Niklaas school of music, combining this function with teaching the piano, solfège and brass instruments.

Van Vlemmeren mainly composed occasional music. As such he wrote cantatas for the inauguration of a bishop (Heilzang / Congratulatory Song, 1890) and for the visit of Prince Albert to Sint-Niklaas (Welkomstgroet / Words of Welcome, 1897). Apparently Benoit expressed his appreciation for Van Vlemmeren's Jubelcantate Leo XIII (Jubilation Cantata Leo XIII). Furthermore Van Vlemmeren is the author of lyrical dramas, songs and works for symphonic wind band.
